Are the R4DS & M3DS Simply carts exactly the same in terms of manufacturer, chip build revision, firmware etc?

Also which FW has the better range of functions?
Does the M3 set all saves as 512k too?
Which has better support for skinning the moonshell OS?

I'm wanting to buy an R4DS, but want to find out which is better quality & value for money first.

Any help much appreciated!
