Does anyone know how to get this working? I know its something to do with a special .scc but am confused as to how exactly, you can get it to work

From what I can tell, the *.scc file is still only available through the Chinese firmware downloads, so when you get that you'll find two files with weird filenames, like "-+¦+.cht" and "-+¦+.scc" that you should rename to whatever you want.  You can then merge the scc file with other cheats if you want, or just select it when patching the game to have just the slow-motion available.  I've found that when using slow-motion, you never really want to go farther than Speed 1 or possibly Speed 2.  Anything after that is too slow to be enjoyable, and this is using Sonic Rush, one of the fastest games for the DS.
