I just found a pretty detailed guide on cheating for the R4, which can be found here:

Anyway, about a quater into it, it says that you have to replace the CHEAT.dat file in the _system_ folder with the USRcheat file which is apparently 'constantly updated' in a thread.. on the R4 DS forum, which is down! 

Does anyone know a substitute for that thread where I could get the needed file?

The built-in cheats work fine for most games.  Are you trying to enable cheats in an obscure game or something?

I'm just trying to find out how to use cheats for the R4. That guide helped, but it was old.

The cheats will be in the system firmware folder when you download it. Nothing to it at all, just go through the menu of the R4 to pick your game then press the "Y" button on the DS and choose which cheats you want to use and then hit the word "save and exit" and thats it, once you then hit the "A" button to launch the game the cheat is enabled.

Oh! But that little guide said i needed to replace the file with the USRcheat file. Does the CHEAT.dat file get updated for all the latest games at every firmware upgrade?

It gets updated, but not sure how often.
