I see it mentioned on the site, but no link for it.  Anyone mind helping a brother out?

Can someone plz tell me how is slowdown.scc supposed to be run?

Merge it with your other *.scc files or just use it as the sole cheat file for a game.  Either before booting the game or during gameplay (with the in-game cheat editor), set it to one of the five possible speeds by pressing A until you reach the one you want.  Speed1 is the fastest of the five, while speed5 is the slowest.  Using left and right rather than the A button only gives you a few options, so use the A button instead.  Speedclr sets it back to normal speed.  Personally I find that it's mostly only useful with very fast-paced games like Sonic and Nanostray, and even then anything slower than Speed1 is frustratingly slow.

I kinda doubt it, but you can give it a shot if you want.  I'm unfamiliar with the way the R4 cheat system works, but if anything you'd want to work with the slowmotion *.cht file, not the *.scc file.
