They may, just as long as they don't look at the card in your Slot-1/Slot-2.

I did mine with a flash cart and had no issues. I started the game for them first. (In the USA.)

I remember doing an Animal Crossing things at Toys'R'Us with a flashcart too. No one was even there to pay attention how I was getting the exclusives.
