Yes there are programs available that do just that. Do a search for etool.

update: used it with smaller games like lost in blue, works fine, however games like nintendogs with 2mb saves it says there too big guh.

There is a 2mbit version. It compresses the save to 64bit, then you have to use the windows program to decode it. It should be on his site as well.
