I'm not sure (since every version of every game is compatible for multiplayer its a possibility), but I'd say not.

It works with Cooking mama.  There is one other that i know it works with but i can't remember which.  I don't think it works with most roms.

I have many games in which this works like Freedom Wings, Mario Hoops, Cooking Mama and many more. I think there are a few games in which is does not but I think overall more do work.

Well Rockman ZX save is not compatible with the US Megaman ZX. I didn't want to plat the game all the way through again and was disappointed I couldn't use my old save

I think its quite hit and miss.
In general I'd say more work than dont, but it all depends on how much is changed in the localisation process.
For instance if the jap game didnt support Roman characters I'm certain it wont work.
Glad I waited for the US release of MegaMan ZX before playing now
