Why does the DSLink need a flashed DS?

Maybe I'm not understanding this properly, but I can't get my head around why a DSLink card needs your DS to be flashed as it has no Passme device in it.  

Surely the Passme was designed to trick the DS into allowing you to boot DS media from the GBA slot.  Why then does a slot 1 solution, that boots everything from slot 1 need a Passme within it?  How come you can't just stick the DSLink into the DS, boot up the DS and choose the DSLink from the main menu like any normal DS game?

my guess would be that it has something to do with the rsa feature.

The Nopass device just also allows unsigned code to be run from the GBA slot. The Ultra FlashPass and DS-X have a built-in nopass which allows the unsigned code to run from the DS slot. It all has to do with the encryption system on the DS. Each game has a security code required to play and the Nopass device supplies a fake code so that the game will startup and work. Since the DSLink has no nopass built-in you must have a flashed DS.
