Like I said.  Right now i have the monitor on its side so I dont have to turn my neck.  Anyways is there a fix?  I went to display settings and found nothing

edit-I tried pressing control alt up again and it worked,  I have no idea what i pressed the first time

lol i did this once before, but the setting was in advanced display settings

Two different ways to correct this, depending on whether you're using a nvidia or ati graphics card... which one have you got?

or an onboard video chipset?

onboard video chipsets are still generally ati or radeon

At work the pc has 1024 X 768 (normal setting) and 768 X 1024. Someone had changed the pc and I right clicked on desktop and went to display modes. Well I chose the wrong one accidentally and had it that way. Pain in the ass to move the mouse, but just put it back. Maybe that is what happened to you as well?
