For instance, say I wanted to check out a FAQ text file while I'm playing some NES game, could I do this? Or does it have to be one or the other?

Sorry, it is not possible. Funny you ask this question, it just came up in another thread called Is there a way to....  It talks about playing music thru moonshell while playing a game, almost the same issue. Check it out.
