Is there a way to hack or edit the music in DS apps? Or Roms?

There must certainly be a way to extract resources from NDS files, otherwise how does OBJECTION!!! get their stuff?

You can extract the music and convert it to WAV format, yes, but we haven't figured out a way to repack them.  See Zektor's post at http://scdev.org/forum/viewtopic.php?t=8445&start=15 for instructions.

If you can find the NDS Header by Nintenren you can extract the files with that. In the case of some games there may already be a few .wav's. (Electroplankton has two or so)
