translating gba rom (help)

I currently have 'Initial D Another Stage' GBA rom, it's currently in japanese, and i tried searching for an american version, however i failed. So i tried searching for a GBA translator, i dwnloaded 'ISP Win 2.0', however i am unable to find the patch.
Any help guys?

You mean IPS?
