i have been searching for it for hours, its suposed to translate roms or summet? but do any of you know were to get it a web site would be awsome thanks.

There is no program that can automatically translate a rom.

There are patches available for certain games that have been translated... But there is no magic program that exists that is able to translate any rom. Besides the sheer complexity of language itself, games aren't really designed to have their text just easily replaced... It takes a lot of work, especially since no 2 games share the exact same code... and there are no programs with AI enough to determine what exactly each individual game is looking for.

For that matter, it wouldn't even be able to tell the text apart from normal game code just floating around. It takes intelligence behind a program to specify what is what and to tell it what to do, in that way, it's unlikely that there will ever be such a program.
