Well i have the SuperCard SD & Passme2 and I know your supposed to load the .gba file from the supercard and then put the passme in and turn it off then back on to get the DS stuff. Well, my friends DS doesnt do that. He can have the Passme in and just turns his DS on and it loads up the DS section right away. Is this a problem or should i just be blessed that he doesnt have to do the extra step?

That means he has older firmware and the "load sram / QPC" step is unnecessary.

i put the newest firmware on 1.60 i believe

if thats the case then why do i still have to load it up on my CF?

He means the DS firmware not the SC firmware.
