Thinking about buying one, how to tell firmware from box?

Is there a giveaway on the PSP's packaging that would tell me what version its firmware is?  Maybe a range of serial numbers that are a certain number, or... anything like that...

What versions can be hacked without buying, for instance, GTA:LCS or anything besides the modchip or memory card or whatever?

I'm not sure how to tell the version from the box other than the date near the UPS code, anything 06 would be fine. You can be confident in knowing that most PSP on store shelves are downgradable. If you happen to buy one with firmware greater than 3.03 then return it. I believe v2.8 and below doesn't require GTA:LCS v1. A modchip is only required for firmware greater than 3.03, at least for the time being.

Are the modchips available now?
DS Lite Onyx Black
Supercard Lite
Nintendo Wii (US)
PSP (Metal Gear PO Limited Edition)

Thanks for the info, I'll try to find an 06 one.  Shouldn't be hard, it's not like they're going through stock very fast...
