Is there a way to patch the iso to make a PAL game output NTSC signals and vice-versa?  I think such a tool can come in handy for those who are looking for games but can only find the game in a different region.

GCOS Multigame Version can do this.

It's a command line tool, just FYI.

Hmm.. I suddenly have the urge to mod my cube. I know this is kind of unrelated but what is the best mod device to play backup games out for the GC right now?

Back on topic: if anything, you could always get the freeloader, made by the same people that make Action Replay.
My Music

Nearly all of my songs are made with Fruity Loops, except for one where I used Reason. I recommend looking at my ambient stuff, and staying away from old songs, which are pretty crappy.

Nope.  It does not.  I've tested that trying to load the game NTSC, PAL60, and auto-detect.

Hmm... I did get an Action Replay disc for the Cube, but with GCOS burnt on the other game, I doubt it'll work.  I do suppose I could try Action Replay next time.

About best mod chip for the Cube.  I would think Qoob Pro is okay.

That looks like a win32 version of GCOS...
