Does the VC let you save your game state like  a pc emu or does it emulate the normal game save only ?

You can turn off the Wii while in the middle of a VC game and the Wii creates a save spot at that point and when you turn that VC game back on the game starts exactly where you were.

IF you were to buy all the VC games that have been out, how much money would it cost?

according to my math, it would be around $446 for all the VC games so far, give or take a couple of dollars

Thanks for figuring that out, $450 is alot. Big N is smart with the VC idea, very cash rewarding for the company and the cost is low to provide. Especially as there is not much advertising to it along with no packaging/disk costs.
