I remember someone saying 3.03, so there wouldn't be  a problem downgrading them.

Is this still true?

Currently any PSP with firmware 3.50 or less can be downgraded to 1.50 firmware or custom firmware.  Sony has not shipped PSP's with firmware higher than 3.50 yet. So, any PSP currently on store shelves can be downgraded.  The only PSP's that can't be downgraded are the few that have been manually upgraded to 3.51 firmware on the Playstation network by PSP owners.
