I think the problem is your wireless PCI/USB card is not a wireless access point.  The Nintendo DS is designed to connect with a wireless access point such as a wireless router or a Nintnedo USB wireless dongle.

However there is a solution called SoftAP that will make your wireless PCI/USB card behave like an access point using software.  I'm not sure if SoftAP is compatible with your hardware but it's worth a shot.
