Well, seeing how as WINE is a Windows Application Compatibility layer for Linux, and by no means an emulator, this would be neigh impossible.
There isn't code in WINE for cross-platform compilation, as it's an X86 only app...and so getting it to run on an ARM is just as likely as getting it to run on the PowerPC architecture...which is nil.

In simpler words... WINE isn't a computer emulator since the computers x86 based linux and windows use the same hardware. There only difference is the software they use.

The NDS on the other hand has completely different hardware... you would have to actually emulate the entire computer, and doing that would be sloooooooooooooooooooooooow. You wouldn't get anything worth while running on it.

If the objective is simply to port WINE, I think its possible.  Granted for reasons stated above it isn't going to do anything useful like run apps, but if all he said was to "port WINE for 7mil" then you could take advantage of his wording.

I have a friend with a Mac who got WINE working, but as I said it wouldn't run anything due to hardware differences.
