To make gbajpegviewer work, just run gbajpegpacker on your computer.
Use add files to choose pictures. Then click build gba rom. It will give you a .gba file which you put on your supercard and run.

But the problem is I can't load the program because MSVCR70.dll was not found, how do I fix this?

google for msvcr70.dll download it and put it in the same directory as it maybe?
