my ds wont turn on and the orange charging lamp only lights up for a while before turning off when i tried charging it.

Those are basically the two classic symptoms of a blown fuse.  You can either replace the fuse or bridge it with some wire, though the second solution will of course make you lose the protection the fuse offered.

Does this only happen with the DSphat or does this also happen with the DSlites as well?

Both exhibit the same symptoms when F2 fuse is blown.

only lights up for a while? more than a few seconds? when my fuse was broken it went off straight away.

that sounds more like the battery is fully charged to me...
