I have a Supercard Rumble miniSD and the current firmware is 1.63, should I do step-by-step upgrading to get to the latest firmware, or go straight to 1.85?  My current firmware is in Chinese, should I update with Chinese firmware?  How do I tell whether an upgrade is English or Chinese?

From what I've seen, you should be able to jump straight from 1.7 to 1.85.  From 1.63, I'm not entirely certain, so I'd suggest going to 1.7 first and then to 1.85.

If you've got a Chinese Supercard, you should get the Chinese firmware updates from the Chinese version of the site.
