My ds lite is flahsed, but i want to update to 1.7.  Do i have to re-flash my ds with this firmware?

You are talking about two different firmware. 1.7 refers to the Supercard firmware. Flashing the DS refers to the DS firmware. Don't get confused.

The answer is that you flash your Supercard with 1.7, but only if you want to.

no you dont have to reflash your lite, the firmware on teh lite is different to the supercard firmware you want to update. updating a supercard is easy, just drop the .bin on ur card, run it, then accept the update,
