Restarting

First of all, thank you for everyone's help.  I suspect this question might have been asked before, but the keywords I searched for gave me no relevant result.  I hope this is an easy quick question that it is no bother.

As n00b as this is going to sound:

What is "Restart"? (for NDS games)

Does restart jump back to the SuperCard menu, or does "Restart" (by pressing R+L+Sel+Start) just restart the game that you were already playing (like the good old SNES days)?

Do I have to power off and on again everytime I switch games?  I feel sort of reluctant to do it, since it is probably bad for the DS if you turn it off and on immediately.  (at least that was the case back in the earliest GameBoy...)

Restart is done with L+R+A+B+X+Y and it's function is to return the DS back to the Supercard menu and lets you choose another game without shutting it off. Also, you cannot use any of the other button combos (Normal Save, Real-time save, Cheats, or Text document) on GBA games without having the Restart option on.

I would suggest not using it on NDS fighter games like Guilty Gears (I tend to mash buttons and reset it accidently >_<) or Nintendog's seeing as how that's the button combo that resets the game and erases your dogs.
