Me and a dew of my other developers are currently at work on a fighting game similair to Mugen for the DS this project will be slow going however it will hopefully gives us a good picture of what mugen would be like for the DS. It will be called Power Reign DS

There was a SSB:DS project started a long time ago over at Dual-Soft that was shut down with a cease and desist letter from Nintendo. Don't get your hopes up for doing it as a homebrew project.

I think that there is a site that is tring to port super smash bros. to the gba. I'll see if I can find it and post a link if I do. But it's still ln very early development.
