Is there any GBA emulator that works on SC lite and can run every rom ? because the patcher couldn't patch some roms such as mario party and mario tennis  .

There's no need for an emulator when the system itself has native support for the games.
Still, due to SuperCard's structure, GBA ROMs will always have some slowdowns, won't be able to use the save as if it was a real cart, etc. There's no emulator that handles that problem. And it would be rather silly to create one from scratch (which would be pretty utopic, as it will need some awesome coding skills) just for this flashcart.

If you want to play these games, either get a cheap EZ Flash II or something like that, or get VBA for PC.

Often you can play GBA's directly from the SuperCard  by just copying them over. Of course you don't get the benefits of having patched them, and you have to leave the superkey out and just boot the supercard as a GBA game... but it does work. *shrug*

What gurm said. I'm not sure if it always works, but if you supply a .gba file with a .sav there's a chance that it will.
