My sister's SC-CF seems to be breaking down.  When it first starts up, both screens just stay white.  Any ideas how to fix this, or what else this behavior might be a symptom of?

Check for bent pins in the CF slot.

I got this with my SCSD snd the microsd card was at fault

Oh I'm sorry I should've mentioned: It does start up sometimes.  She takes it out and puts it back in repeatedly and eventually it starts.  Can't believe I forgot to mention that.

Try cleaning the pins with isopropyl alcohol (91%) and a q-tip.
