A hex editor is the only way to do it for all games. Occasionally crackers are made but only for certain games.

If you don't know what a hex editor is, then you don't need one. It's as simple as that.

Seriously... If you don't know what a hex editor is, that means you'd be incapable of using one or knowing what you need to look for so there is no need to proceed any further then that.

The first result gives you XVI32, a very good hex editor.  The second result gives you the Wikipedia article which has links to various others.  The fourth result gives Hex Workshop, another highly recommended one.  

Perhaps I was a bit rude, but so was simon-lam for asking a simple question that could have easily been answered by the above search.
