Oh and on the bottom of the page it says:

PSP-DEVOLUTION IS NOT A MODCHIP.

Yeah, technically it isn't a MODCHIP because it doesn't really modify the behavior of PSP.  It allows the firmware to be downgraded through the JTAG serial interface.
