no.. for single player or multiplayer on mario kart ds.like infinate red shells or something

You can use Nitro Hax in combination with an official cart for that.  I must say that it gets really boring when you have infinite Bullet Bills though, as you no longer have to worry about getting hit, going too slow, or even steering at all.  In addition, if you keep pressing L with the "press L for Bullet Bill" code on, it lasts for a really long time so you don't even need to reload.

I tried it once just for the fun of it, but I'm sticking with authentic gameplay for now.

The other way would be to use a slot-1 device with cheat support or use a trainer.  I don't know if there are any trainers for MKDS though.

I'd recommend using "IPSWin 2.0".  It's very easy to use.

just use the program mentioned above "IPSWin 2.0" to patch the .ips file to the .nds rom
