is there a officail webpage for it, I found one webpage but it only had v3? currently v5 is the best?

Firmware versioning: Get a Passcard 3, a SuperKey, or a slot-1 flashkit. Then it doesn't matter which firmware you have.

i did and got the one with version 3? is version 5 some sort of hack?

Version 5 is just the latest version of the flashme. Specifically, it fixes the bricking caused by playing a flashme'd DS with a wifi game. With V5 that isn't an issue.
