Does anyone know if there is an internet surfing program out there, or in development for DS?

There isn't, and there probably won't be.

Do a search of the forum, I've listed several reasons on many occations why it wouldn't be very practicle even if someone did make them.

Quick run through of some of those reasons:
Way to small of a screen (2 256x192 screens trying to display websites ment for 800x600+)

way to small of RAM (4MB internal DS, though the SC and M3 have 32MB available, depending on who develops the program it may or may not be useable)

Well, I have to disagree with some things regarding web browsing on the DS. I think it is possible with screen size and memory.

I used the N-Gage for quite some time to browse the net. That screensize is MUCH smaller, and the system has less than 4mb of memory, but it worked fine. OPera and Netfront both had the ability to completely resize a webpage to work with the N-gage. Not a whole lot of fun surfing mind you, but it did work fine.

I personally would much rather have a RSS newsreader personally. Download a bunch of headlines at home, and read them on the go.

N-gage has 16MB of RAM, sorry to contradict you, but you might be confusing RAM and internal storage that in the case of the N-gage is actually 4MB.

Ahh, you are right. I was confusing the two. My mistake.

Still, a newsreader would be good I think. It Would just have to be able to catch a internet connection, download the news feeds to the flash card, and have the ability to read them. I used this so often on the N-Gage. It was my handheld newspaper :)

o_O You had an N-gage? -pat pat- You have my condolences.

News feeds aren't really web browsing... and ask people who have a PSP if they find it fun browsing with it. Most people I've talked to said it's been pretty bad, now working from the more limited DS would probably be worse.

I do admit, it was probably a bit much to say there won't be one... there probably will be one... but I honestly don't see anyone ever using it unless A: They are traveling and they want to check their e-mail. or B: They are really really really lazy people and they don't want to go over to their computer desk to check their e-mail.

Hey man, N-Gage is actually quite good. It did very well with GB/GBC/NES/SMS/C64 emulation and OGG/MP3 playback. Not too bad for a 104mhz phone :)

When you say a game system does better at emulating other consoles then being a game console itself, you know there is a problem somewhere ^_^

Actually, the later games (Mile High Pinball, Rifts, High Seize, Atari Masterpieces...etc) are very good. Just a shame that they decided to start releasing good titles after the system completely flopped.  Gotta give em something I guess for trying, and even still dedicated enough to create new games right now.

But, of course I prefer DS games to any N-Gage game..any day :)

we should all form a team and make a program

Maybe one for the DS internet program but we could achieve this if we all formed a team then it would be wicked if that were possible

Blight

this is definitly possible sgstairs lib only does udp but when 0.3 comes out with tcp support a browser will be made fairly quickly.
the supercard 32MB's of memory is fairly easy to access, the dslinux team developed the method, and even so 4 MB's is more than enough. maybe we lose a few pictures that are replaced by boxes.
no big deal, but as the DS has a lot of processor power it can rezise the incoming images fairly easily, but that is a lot more difficult.
also animated gifs and shockwave will be a problem but apart from that it's fine.

I say fairly quickly but it could also be a while, frame buffering is the easiest way to do this but only works on one screen. so the first browser we'll see probably has only 1 screen in use.
also we may need the ARM9 for this but it's difficult to code for it, let alone both processors.

we'll just have to wait and see
