I wrote to m3Adapter to know when I could pre-order or order the m3Adapter and I received this answer:

Thanks for your concern about our products.
Due to the factory delay , we have not sent out any samples.M3 will be released by beginning of next month.
We will list their websites on M3 site later for your purchasing conveniently.

no surprises here.
Those guys have been saying "3 weeks" forever.
At this rate, it'll be out in October (if at all).
I bet they're running into the exact same issues as the romman.
